RP lags in e-readiness survey

As we were debating on the spins of Malacanang particularly on the survey items na "hinimas" ni Laylo, a feed from yahoo came: The digital divide is narrowing.

Pero teka, is it also true in the Philippines?

The e-readiness survey was conducted by the Economist Intelligence Unit of The Economist. Upon grabbing the document "The 2005 e-readiness rankings: A White paper from the Economist Intelligence Unit", I immediately looked for the ranking of the Philippines. In 2004, we ranked 49 out of the 65 countries. Our score then was 4.35 with 10.0 as the highest. Last year, we ranked 51 and our score: 4.03.

How come, Ms. Gloria in the Palace? Upon (manipulatingly) assuming the office of the presidency you said that our economy is on the verge of take-off. Pero ba't bumagsak yata tayo sa ICT readiness which is a pillar of the economy? Don't reason out na dahil sa pulitika? Unless bumaba ang bentahan ng cellphones dahil somebody from your camp horded it para di makatext ang mga tao and eventually di ka matulad kay Erap? And don't reason out na ang The Economist ay na-manipulate na rin ng oposisyon?

Or Orwellian doubletalk ka na naman? When you were saying that the economy is on the verge of taking off what you meant is that the economy is going to dive?

And you also try to sponsor the impeachment of Abalos and his cohorts. And surely, many will adore you. Kahit siguro mag-senador ka pa sa 2007, siguradong mananalo ka.

O kaya prepare ka na ng skit para sa impeachment case laban kay Gloria in the Palace. When the case is talo again, you make pasabog the documents in the air saby text: Let's go to EDSA to protect our democracy. Look at Manny Villar who is now comfortably sitting on his senatorial chair, di ba? And Joker Arroyo. Pero medyo oks pa si Joker kasi paminsan-minsan humihinga pa rin. Si Manny wala na. Busy sa business?

The AFP says there is no sign of powergrab this May 1. Bakit, kailan ba nagkaroon ng signs of powergrab? O baka naman palusot niyo lang yan dahil di na makakadeklara ng PP 1017 si Gloria in the Palace? Lately kasi na-declared na unconstitutional ang CPR. Takot na ba ang Malacanang?

O baka takot na rin ng mga pulis dahil sa sandamakmak na kasong nakaamba sa kanila?

Just lately, I listened to a discussion on Nat Sit. Sabi ng speaker, buo pa rin daw ang mga oposisyon sa highly politicized na military. Di daw kasi nasagot ng gobyerno ang mga tanong ng mga nasa lower ranks tungkol sa Hello Garci etc., etc. Dagdag pa, ang open forum ni Gloria in the Palace ay scripted lang naman daw kasi. And how will one question Gloria in the Palace eh siya ang bossing? Di ba merong 2 rules sa military and I quote:

Rule 1. Do not question your commanding officer.
Rule 2. If the commanding officer is wrong, refer to rule number 1.

Thank you na lang ba ang nangyari sa kanila? Paano si Lt. they-know-who na nasabit din sa gulo dahil napagkamalan na nakikipagsabwatan sa Magdalo?

Is Bunye licking his saliva on polls?

Earlier, Bunye said: This nation will not move forward on the weight of polls. It is a clear plan for the nation and the determination to carry it out that will make the difference.

But lately, SWS released a report stating it was commissioned by Malacanang to conduct survey on four test items. The results of that same survey were released last Sunday by the Philipine Information Agency. Does this mean Malacanang is eating its own filth on surveys?

In a way, yes. But the palace is always like that -- saying something but doing another. Orwellian doubletalk?

But more than this, the survey test statements were so designed for PR or propaganda purposes. All of them are ambiguous and are composed of several statements rolled into one. The result: elucidating a response from a poor and hapless victim-respondent an affirmative answer.

The test statements, as dissected, are as follows:

Test Statement 1. "Ang mga miyembro ng oposisyon laban kay Pangulong Arroyo ay dapat nang magsimulang tumulong upang bumuti ang kalagayan ng ekonomiya at ihinto na ang sobrang pamumulitika" (The members of the opposition against President Arroyo should start helping to improve the economy and stop too much politics),

The test statement has two parts: (1)The members of the opposition against President Arroyo should start helping to improve the economy, and (2) The members of the opposition against President Arroyo should stop too much politics. What Laylo, the pollster of Gloria in the Palace, did is to combine the two statements into one sentence that if a respondent is not keen, or is not closely paying attention to the interviewer (which is the usual thing because respondents are doing something while answering their guest-interviewers), the answer will definitely be yes. It should be stressed that helping to improve the economy is different from stopping too much politics.

Test Statement 2 "Anuman ang nangyari noong eleksyon ay tapos na at panahon na para isantabi ito at hayaan ang pangulo na pagtuunan ang mga tunay na problema ng bansa" (Whatever happened in the elections is over and it is time to move on and let the president focus on the real problems of the nation).

Again, the statement is a combination of multiple statements. These are as follows: (1) Whatever happened in the elections is over; (2) it is time to move on (3) let the president focus on the real problems of the nation. The elections is over, no doubt. It is time to move on, really. And who doesn't want to move on? Generally, nobody, right? And lastly, the president should focus on the real problems of the nation. All of these will elucidate affirmative responses. But the most crucial part is the third one: the president should focus on the real problems of the nation. Did the test statement laid out the qualifications for the phrase "real problems of the nation"? Well, it seems not. Even the SWS is silent about it. What if the respondent thinks the real problem is the legitimacy of the Arroyo administration? And that question of legitimacy needs to be addressed because it prevents us from moving forward? Will not the respondent agree to the test-statement because his only choice is to agree or to disagree?

Test statement 3: (c) "Tama ang plano ni Pangulong Arroyo para sa bansa at ekonomiya ngunit hindi ito umuusad nang kasing bilis sa inaasahan ng karaniwang mamamayan" (President Arroyo has the right plan for the nation and the economy but it is not moving fast enough as expected by the average citizen)

How should we expect the respondent to answer this test statement then? If the stress is given to the phrases "plano ni Pangulong Arroyo para sa bansa at ekonomiya" and "hindi ito umuusad nang kasing bilis sa inaasahan ng karaniwang mamamayan", the answer will, of course, be on the affirmative.

Simply put, the statement is again divisible into several parts: Does the respondent know that Arroyo has plans for the nation? Does the respondent know that Arroyo has plans for the economy? What are the plans that the respondents know? Which plans do the respondents think are right? Which are not? Are the plans being implemented? Is the implementation as fast as what an average citizen thinks?


Test Statement 4: "Dapat bigyan ng pagkakataon na ipakita ng mga kumpanya sa pagmimina na posibleng mapangalagaan ang kapaligiran habang nagbibigay ng kinakailangang dagdag na trabaho sa bansa" (Mining companies should be given a chance to show that it is possible to protect the environment even as they offer the needed jobs to the country).


This, again is leading. it is composed of several parts: That mining companies be given a chance; that mining companies should be allowed to provide jobs; and that for mining companies it is possible to protect the environment.

First, the statement is an appeal to the emotion and character of the Filipinos hence many agreed that "mining companies should be given a chance." Second, Who doesn't want job, anyway?If the respondent is a jobless person, he might focus on the term habang nagbibigay ng kinakailangang dagdag na trabaho sa bansa. In a sense he will agree to give the mining companies a chance. The same with the statement, "to show that it is possible to protect the environment" especially if the respondent is concerned on the environment. But the issue is "When, specifically, will the companies protect the environment?" Did the test statement captured that?

We can further digest these statements and test for fallacies but i guess these are already enough for the moment to show how Malacanang is trying to manipulate the surveys to serve its purpose. And to note, it is, at the same time, trying to to destroy the credibility of SWS by using it as an instrument of elucidating dubious results for propaganda purposes.

And SWS is allowing it to happen?

Strike 2: CPR is unconstitutional

It takes two to "tango" -- but that is for the dance. In advocacies and interests, "tango" as in "tanggalin si Gloria" is not a reality. The machine to oust Gloria still remains immobile, and even inutile.

With the high courts strike two pronouncement (the first one was the crippling of EO 464 and the second one was the declaration of the calibrated pre-emptive response as unconstitutional), however, many are already rejoicing.

Ambabaw naman ng kaligayahan ng mga ito. For one, Jinggoy might be right: Baka pinapasarap lang ang mga tao. Then todas sa people's initiative... Baka baligtarin naman ang desisyon sa people's initiative. Saka na natin purihin ang Supreme Court kapag nag decide na sa people's initiative.

Skepticism, my step-mother, tells me to watch out further. Most of the Smart... err, Supreme Court buddies, are appointees of Gloria in the Palace. And Panganiban, the Chief Justice, had been issuing statements on death penalty already even before a case is filed-- statements which seem to favor Gloria's stand. The statements may not be harmful but these go against the principle that the judiciary should be the most passive branch of the government. It should not talk unless asked in a proper case. Not even air opinions before the media.

Next, aside from the PIG, there are still a number of cases awaiting proper disposition by the high court and these include policy issues like PP 1017, and the impeachment. If the court decides on these against Gloria in the Palace, only then, I guess, should we rejoice.

To note, it's just strike two. In baseball, it takes three strikes to declare a player out.

Arroyo heckled by students?

Debates are still hot as to whether or not Arroyo, the claiming president, deserves to be heckled during the graduation rights at Cavite State University. While others favor, a greater number thinks she just deserves the treatment. She is claimed to have cheated her way to the presidency and until this day, still tries to hide the truth behind the allegations.

Well!!! I salute the student. She worked her way to graduation so why be treated with a commencement speaker who cheated the way to her post, and eventually, to the graduation exercise?

On the other angle, is Arroyo still that thick-faced to notice how her claimed constituents hate her? Teka, medyo makapal nga pala ang mukha ni Gloria sa picture...

Goodbye with a slap!

Juan Miguel Luz's resignation letter sounds like the letter I wrote for a professor (or so he claims) ten years ago ... a letter that says goodbye sandwiched with a slap.

Well, my professor woke up and realized perhaps that he is wrong. But will Gloria in the Palace wake up, too? That would be wishing for a star. The pictures of Gloria in the Palace these days shows her cheeks becoming thicker and thicker. Are these in preparation for more slaps especially this coming May 1?

Back to Luz's letter. I am highlighting some of the points he raised for the intelligent people under Gloria in the Palace's skirts. Hopefully these would tinker their minds as well and advise their president how good she is............................................................................... in driving away good people and professionals from her administration.

  • I have indicated publicly that I have no desire to be reassigned at the “president’s pleasure” to some other agency “for the exigency of the service” – two of the most misused concepts in the vocabulary of the Office of the President.
  • At that time, all presidential appointees were directed to secure CESO eligibility and rank in order to attain the necessary security of tenure that would make them immune from politics from administration to administration. The CESO is a mark of professionalism that even the President of the country cannot mess with despite her mistaken notion that career professionals “serve at her pleasure”.
  • It takes ten years to educate a child in basic education, a period when there will likely be up to ten appointed secretaries of education
  • There is no room for quick-fix solutions with dubious value-added to the public school system (e.g. Strong Republic Schools, rice distribution rather than in-school-feeding programs and the like). What is needed is steady, continuous and committed investment based on a clear and focused education agenda.
  • The incident involving the issuance of post-dated cheques (not allowed under government accounting and auditing rules) from the President’s Social Fund (with no documentation) intended for projects of certain politicians and attempting to use the Department as a conduit for this purpose is also revealing of the following:(1)How little value is placed on genuine education reforms by this Administration;(2)The low level of trust in the Department of Education as contributing to the development of this country as a nation; (3)A high disregard for government accounting and auditing rules and regulations (with civil servants expected to follow instructions in the face of this disregard for law, at their peril); and,(4)The low regard this Administration has for the professionalism of the civil service and the career executive service corps.
  • My greatest regret now is that the education reforms we have worked hard to put in place may not survive given this Administration’s preoccupation with political expediency rather than genuine reform; with deal-making rather than development; as well as the lack of appreciation, much less commitment, to the rule of law and good governance.
  • Ours can never be a strong republic given this traditional approach of politics first. Ours cannot be a Government of quality if the professionalism of the civil service is constantly under siege by politics.
  • One hopes that in the remaining four years of this Administration, that there be an epiphany of spirit and in the consequent behavior of our leaders. Otherwise, we are destined to muddle through another half-decade, divided and distracted, while the rest of the region marches forward confidently and with the best interests of their citizens in mind.
The whole letter is worth publishing but that would further slap Gloria in the Palace on the face. Doing so simply means she hadn't read her undersecretary's letter. For those interested in Luz's letter, that can be accessed at PCIJ or here.

Ombudsman's anti-corruption record

Earlier, US Ambassador Kristie Kenny made a statement before the American Chamber of Commerce (and before other groups, as well) that one of the factors hampering the country's economic growth is corruption. This was met with frowns by Philippine government officials.

In response to Kenny's statement(s), Merceditas Gutierrez of the Office of the Ombudsman said that "The Office of the Ombudsman is consistent in its commitment to rid the government of corrupt officials by prosecuting those involvd in corrupt practices and by initiating reforms to ensure the speedy and fair disposition of cases."

To stress her point, she proudly reported that the Office of the Ombudsman was able to fire 23 erring public officials and suspended 33 others from government service in the past 15 months.

So, shall we say kudos?

First, does that include the fertilizer scam last 2004 elections? Does that also include the DepEd scandal which included Luz's dancing on the wire? And the Philhealth cards issue? How about the Road Users' Tax matter?

Second, does the figure on persons fired included Gloria in the Palace? Or that of her close allies?

Third, does the same also included the finding guilty or not guilty of the first family and their cahoots with regards the issue of jueteng and smuggling?

I don't think that Ms. Gutierrez's IQ is the same as that of another Gloria in the Palace's boy, Vidal Querol. And I am sure she understands that the issue is not about the figures. It's about "the who", lady. A thousand dilis is not always equal to a couple of large sharks....

Gringo is Willie Nep?

From Malaya: Agents of the PNP-Criminal Investigation and Detection Group yesterday cordoned off the Manila Hotel after receiving reports that former Sen. Gregorio "Gringo" Honasan was about to hold a press conference.

But then, Honasan turned out to be impersonator Willie Nepomuceno who was plugging his show...

Very funny. Were the arresting officers real members of the PNP-CIDG or impersonators also?

On the serious side, however, the CIDG troop movement simply shows how their intelligence gathering has degenerated. Which is to be feared. If they have become dull:

  1. Baka mang-aresto na lang sila ng mang-aresto na di muna nila inaalam ang backgroundng inaaresto. Then na-harass na iyong inaresto nila eh hindi naman pala talaga iyon ang dapat arestuhin? Remember the alleged terrorist na inaresto ng PNP which caused the break-up of ABS-CBN and Gloria in the Palace? This arrested guy-whose-name-i-forgot happened to be a businessman at hindi naman pala talaga terorista.
  2. Baka i-implement na lang nila ng i-implement ang mga utos ni intelligent Querol at Gloria in the Palace without doing a scrutiny. Resulta, chaos and anarchy. Tulad sa mga rally? Hindi ba, Ka Willie? Ibig sabihin, goodbye PNP. See you in munti... hihihi.

Vigilante vs snatchers

This morning's Unang Hirit reported about a dead man believed to have been killed by a vigilante. Alongside his corpse is a note stating that the man is a snatcher.

If the man is really a snatcher, and his killer is really a vigilante, maybe the PNP should start reflecting. Earlier, NCR PO Chief Vidal Querol openly stated that we should just give our cellphones to holdapers para di na masaktan. Now that somebody is doing the PNP's job, dapat nga sigurong mag-isip na ang mga pulis na mag-resign. And maybe Mr. Querol should file his resignation paper to be a model.

The killing might be brutal, inhuman and against the constitution, but as hapless citizens who can expect nothing from the police force supposed to protect us, do we have a choice?

"No Fear" vs "In Fear": Pacquiao vs Gloria?

A tabloid's headline: Gloria nabubuhay sa takot!

Well, this is against the principle of her idol(?) Manny Pacquiao, who is advocating "No Fear". And if this is the case, something must be wrong... not with those she fears of but with herself.

Pero teka, sagot ng Palasyo through her talking parrots: It's just normal because one cannot please everybody.

Hellouer!!!! To "please" is different from to "fear" ano? Baka masyado na kayong matalino kaya di niyo na madistinguish? Baka magalit na niyan si Manny. He is trying to practice English na, eh. Kasi nga he is planning to migrate na daw sa US. Kaya nga idol siya ng mga Pinoy. Who would want to live in a hell like the Philippines? Sabagay, andiyan nga pala si Condrado de Quiros at saka iyong descendants ni Quezon. Sabi kasi ni Quezon, he prefers the country to be run like hell by the Filipinos than to be run like heaven by the Americans. (The reason why Gloria in the Palace is running the Philippines like hell? Well, maybe Manolo has an article on this.)

Pero balik tayo kay in-fear.

In-Fear Gloria in the Palace claims that she is Christian. If one is a Christian and has in him or her Jesus Christ. So why fear?

Sabi naman ni Ping Lacson: Makibaka, wag matakot!

O di ba? Miss Gloria in the palace, why not practice your being a Christian and makibaka na lang especially for truth? Sleeping without fear is better than being a president without sleeping at all. Cheers?

PWD and another coup

Reports have it that this coming May 1, another coup attempt is about to take place in addition to a series of protests to be staged by anti-administration critics, members of the opposition and left-wing groups.

And Toting Bunye admits it might happen with the videos they release for mass consumption. he said: With their plans uncovered, we believe authorities have sufficient contingency preparations in case they go ahead with these plans.

Does the preparations include Gloria in the Palace leaving Malacanang?

Well.....????

But nobody thinks the people in Malacanang are too intelligent to learn the local folk wisdom: na pag may usok siguradong may apoy!

And nobody thinks the people in Malacanang are too intelligent to learn that a person whose left and right hands are joined together is a person with disability. In simple words, disabled. The same with a palace whose left and right wing forces joined together to oppose and displace the government. Naiisip ba nila yun?

On SC's decision on EO 464

The Philippine Supreme Court yesterday upheld the right of lawmakers to compel the appearance of executive officials at congressional inquiries and struck out some provisions of Gloria in the Palace's EO 464. But it also declared constitutional the president's right to ban executive officials from appearing during the question hour in both the Senate and the House of Representatives.

Well, this is a welcome move for the critics of Gloria in the Palace. It still raises an institutional deadlock, though. Is the Supreme Court trying to play safe and please both the legislative and the executive?

Or takot lang ang SC na mapagbintangan din ng Malacanang na kolaboreytor ng oposiyon?

For Gloria in the Palace, another legal battle is over. EO 420 or the executive order authorizing for a unified national ID system is declared constitutional by the Supreme Court.

Malungay and the Subic Rape Case

And Boy 2 smiled. Ting!!!!, errr, guawk! Instead of a shiny teeth that flashes like the teeth of the model in toothpaste ads, the teeth Boy 2 flashed unconsciously has "malungay na nakasabit."

Just like the flawed script in Subic rape case. Toting Bunye said that the Department of (in)Justice is doing its job objectively and impartially based on the evidence at hand. But the "malungay" in the script was the pronouncement of Secret-tarry Raul Gonzalez who "could have absolved the three soldiers but did not do so 'to satisfy the mom,' of the victim" (Inq7 and Snippets).

Naks naman! Magpakatotoo kaya tayo?

Well, anyway, baka totoo na nga talaga ito. Baka kasi base rin ito sa meaning ng "fair and square" ni Gloria in the Palace?

Gloria to Dance Cha-cha on Commutation of Death Sentences?

Gloria in the Palace's Easter Sunday statement came both as a surprise and a precedented move. She has no option but to patch her relationship with the Church and one way of doing so is dancing with the advocacy of the bishops. So she commuted all death sentences without, literally, understanding its implications. And it was a surprise: A "terrorist" to forgive and forget?

Toting Bunye, however, is on the defense of her lady boss. "The President's latest action affirms her deeply held personal Christian values and does not violate the constitutional separation of powers," Bunye said.


Which is rather hair-raising. First, if she has Christian values, why become a terror president? Well, anyway, Catholics are terrorists as history showed especially during the colonial period and during the (un)Holy Crusades. (Engggkkkkk! Hair down.)

Second, if Gloria in the Palace's actions does not violate constitutional separation of power why commute the death sentences? Since elementary we were thought that in a democratic government, there is a separation of powers -- the judicial branch to interpret the law, the legislative branch to make the law and the executive branch to implement the law. Has the DECS-now-DepEd fooled us? (Bzzzzzzttt!! Hair raised again!).

Well (again), history showed us that Gloria in the Palace mistook herself as the State when she issued PP 1017. So what's wrong with her interpreting the law, legislating the law and executing or non-executing the law? Next, it appears she owns the Supreme Court (how many are her appointees there?), and the Congress (how many are her men in the lower house?). In simple terms, the claimed hair-raising action is baseless. Right?

Or.... maybe not. Ermita and all-around Mike Defensor (does that include being a house-boy?) are making "butas" in the declaration of Gloria in the Palace. As Ermita said:
If the President sees that the crime rate, especially of heinous crimes, is rising, she will not hesitate to change her policy."

So did bestfriend Mike Defensor who said that the commutation is a case to case basis.

Well? Doesn't the script look familiar?

Insiders say that the "moro-moro" is just to win the heart of the Catholic Church. "Look," a whispering spirit saiD, "isn't Gloria softening her stand on the mining laws which are also among the advocacies of the Church?"

Erratum on yesterday's entry:

Tikboy said that "mayuga" in a Bicol dialect, means "shaky". It's root word is "yuga" which means "shake". It is a variation of the standard Bicol "yugyog" which also means "shake" as in "shake the mango tree" and not in "a delicious mango shake served in the palace".


Facts:

Bicol refers to three things-- "language", "people", and "region". In most cases, however, the term is usually mistaken for a province.

The Bicol language is one of the top languages spoken in the Philippines. And it has severla variations (dialects). The standard Bicol comes from Legazpi and is well understood throughout the region while the original Bicol comes from Naga City. "Yuga" is from a dialect spoken by people living in the rural areas of Albay.

Question:

So does this mean Vice Admiral Mayuga is shaky? That we do not know. Can somebody show us the report, please?

Following the example of her boss who commuted death sentences to life imprisonment, Secretary Raul Gonzales also downgraded the rape case against three of the four US marines involved in the Subic rape case. And to quote Inq7: Gonzalez said he could have absolved the three soldiers but did not "to satisfy the mom," referring to the victim’s mother. He did not elaborate.


Hey Mr. Secretary, are you trying to be sexy?

The duty of the Department of Justice, as the name of your department implies, is to give justice. If you are just trying to satisfy the mom of the victim, where is justice there? If you just simply said that there is a lack of evidence, many would believe you. But it seems you are pre-judging the case.

Or is this part of the ploy to court the support of Uncle Sam? Well?

The Genesis of the Mayuga report

1. On the first day, God, err... Gloria in the Palace said: Let there be a report. Let Col. Mayuga do it and let him investigate all the generals implicated in the "Hello Garci!" controversy.

So Mayuga did it and finished the report on the first day.

But the report was done at the wake of the night. So there was deadening silence. Gloria saw it was good.

2. On the second day, Gloria was hovering in hot water. So she said: Let Mayuga be promoted to vice admiral that I will have someone to step to or call in like Garci.

So Mayuga was promoted and Gloria saw it was good.

But many are prodding for the release of the report. And Gloria in the Palace could only wait and see like Madam Choi who now holds the top post for the "tagapagsilbi" in the Palace. But prodding still continued and Gloria in the Palace can do nothing more.

3. On the third day, Gloria was being prodded for the release of the report so she said: Let the report reach me.

So the report was passed on from the AFP Chief to the Defense Secretary. And from the Defense secretary it was passed on to Gloria in the Palace. But prodding continued. And Gloria saw it was not good.

4. On the fourth day, prodding continued so Gloria in the Palace can do nothing but give in to the demands of the government detractors and terrorists and so on and so forth. So Gloria in the Palace said: Let the report be released!

And it was not so. (Well, maybe only God can do that!)

5. Because nobody knows who will release the report, and because of the continues prodding and uneasiness, Gloria in the Palace said: Let the AFP release the report.

And (again), it was not so. But Mike Defensor organized a conference and issued some highlights in the report. So there was uneasiness and restlessness and speculations.

6. On the sixth day, because the situation is getting worse, Gloria in the Palace said to his critics:
Let everyone who wants to see the report go and ask the AFP.

But when everybody went to the AFP, the generals stamped it "Classified". And AFP said releasing the report could risk the government's security. And nobody could read the report.

And Gloria in the Palace saw it was good(?)

7. On the seventh day, Gloria in the Palace rested. (Cha-cha time?)

Many are still wondering about the contents of the report. Was it whitewashed? Were those written in the report true? Bakit si Mayuga na-promote? Bakit di si Kerubim? O kaya si Danny Lim? Bakit ang uwak ay itim? At si Jojo ay duling? .... sorry!

Balik sa report: Bakit ginawang classified? Kala ko ba si Gloria in the Palace ang head ng AFP? Bakit di siya nasunod? Bakit si Mike Defensor ang nakialam? Sa AFP na rin ba siya? Asan na ang Gloria? Ba't gutom pa rin ang masa? Iyong rice and noodle, ba't ginawang poodle? Si Congressman sa amin, kotse ay dumami. Sa rice and noodle ba umani? .... ulit, sorry!

Tama na ang tanong. Tayo lang ay nalelelong! Gumawa na lang ulit tayo ng haka-haka sa report ni Mayuga.

Friends, base sa research ni Tikboy, ang ibig sabihin ng "mayuga" sa Bicol ay "nagagalaw". Ang rootword po ay "yuga" at ang variation nito sa standard Bicol ay"yugyog" na halos pareho rin sa Tagalog. May implikasyon po kaya ito sa sinasabing Mayuga Report na siya ring dahilan bakit na-promote si Col?

Losing my religion

It was a long Holy Week break.

Not for Gloria in the Palace. She was busy campaigning for Cha-Cha, the Cha-Cha which the Malacanang has no hand. Sabi niya! (see also, Gloria in the Palace, no hand in Cha-cha?).

But then, the Catholic Church said on its April 7 Pastoral letter: As Christians, we cannot be complacent and inactive in the face of this present issue of charter change, which is so crucial to the future of our country and people. Vigilance, education, principled opposition may be necessary steps to take.

Which bothered your Gloriness, err, Gloria in the Palace. So she issued an Easter Sunday message: Commutation of all death penalty sentences to life imprisonment.

This made the Church applaud. And will this lead the Church to retract its pastoral statement against the moves of Malacanang on Cha-cha? Mukha atang nahulog ang pastoral letter ng pumalakpak ang simbahan. And to add, some bishops are always having dinners with Gloria in the Palace. Hmmnnn....

  • Gloria in the Palace orders the release of the Mayuga Report. (tongue twister: Was the message well-massaged?)
  • Executive Secretary Ed Ermita, when asked to describe the report, said that it is "Fair, very fair." (Does fair means the same as Gloria in the Palace's "I won FAIR and square?")
  • Malacanang pointed fingers at the congressmen for padding their pork barrel by P4.7 billion or equivalent to P20 million per congressman. (Trying to divert the issue on Gloria in the Palace's pork barrel share? How nice!)
  • But Speaker Jose de Venecia counters: We are not padding the pork. We are just restoring it. (Restore? Nawala ba? Kelan?)
  • The AFP said that they needed time to decide whether or not Gen. Lim and company will be court-martialed for the failed power-grab last February. (Why? Wala pa bang nama-manufacture.... err, nakukuhang ebidensiya? Ba't kasi di niyo muna pina-coup d' etat bago niyo hinuli para beyond resonable doubt. Baka wala naman talagang plano na mag coup masyado lang kayong praning! Pero teka, masyado kayong pre-emptive sa coup bakit simpleng cellphone snatching di niyo ma-prevent? Ha, Mr. Querol and Ms Gloria in the Palace?)
  • Malacanang released its sequel to "Star Wars".... err, Sabwatan sa Kataksilan. And its new kasabwat, repentant Oakwood mutiny leader Capt. Gerardo Gambala is the new witness saying the Magdalo indeed has talks with communists to tear down the government. (Ba't niyo pa ginambala si Gambala? Gloria in the Palace is already a very concrete evidence that there was also a 'sabwatan' between her and the communists especially during the time of Erap. And during the 2001 elections, there are also posters showing her PPC-endorsed ticket with Bayan Muna and co-horts. Kulang pa ba iyon?)
  • It's Holy Week. So Gloria in the Palace and her cabinet is climbing Baguio not for penitence but for a retreat. Why, medyo nababatan na ba ng simbahan at ng businessmen ang PIG?
  • Well, Palace spokesman cum Justice secretary, Raul Gonzales, when asked what are his expectations on the retreat they are having at Baguio, has this to say: "We must reflect not only on ourselves but on the country, especially the destabilizers of government." Signs of Times?

Several days ago, US Ambassdor Kristie Kenney drew criticisms from the allies of Gloria in the Palace when she visited Senate President Frank Drilon, a known anti-Gloria senator. According to the leeches, with Kenney's action, she is insinuating a weakening Washington support for the administration of the claiming president of the Philippines.

Grabe naman. Masyado naman kayong sensitive. Nahalata niyo pala?

But is Washington showing its true colors? Well, yesterday, in an ambush interview, Kenny was lukewarm answering questions regarding the support of US to Gloria in the Palace unlike before when the response were almost automatic. Kaya dropline ng Malaya: Sign of weakening Washington support?

Siyempre alma ang mga alalay: Huwag niyong gatungan!

But, is there really a 'gatong'? Sa mga kapalmuks, Kenney's line on democracy is very clear: That democracy is based on strong institutions.

In the country of Gloria in the Palace, the only strong institution is the her institution of spins. Where is the credibility of the claiming president in the first place? In her allies? Among her allies? When Estrada won in 1998, at least there was a semblance of credibility with elections. Even the opposition respects the result. But with Gloria in the Palace whose allies question her winning?

BREAK muna. Mahirap ang sakit sa puso. Holy week pa naman ngayon. Let's just talk about Kenny.

When asked about the article of New York Times, Kenny's prompt response was that Washington respects the paper. "The New york Times is a private newspaper. We respect the right of freedom of the press, (and) freedom of opinion", she said.

Which makes me wonder if the leeches understood her words. Kala ko ba magagaling kayo? Ba't di niyo naintindihan? Remember why US attacked Iraq? And why US supported the seccession of East Timor from Indonesia? THERE WAS NO FREEDOM OF THE PRESS AND FREEDOM OF OPINION IN BOTH CASES. So, why still expect for a continuing Washington support?

O baka masyado na kayong naging matalino gaya ni Querol kaya ang detalye, nalilimutan?Aber nga, aber???

Goodbye, PNP!

It was startling to hear PNP Chief Vidal Querol saying: Kung hinoholdap cellphone niyo, ibigay niyo na lang para di kayo masaktan!

Ganuunnnnnnn!!!!!! Para que pa na may PNP tayo at may Querol na andiyan sa puwesto?

Or maybe Mr. Querol is just missing the point. The mission of the PNP is not just to catch the criminals but to prevent crime. In simple terms po, Mr. Querol: ANG OBLIGASYON NG KAPULISAN AY HINDI LANG PARA HULIHIN ANG MGA SNATSER AT HOLDAPER NG CELLPHONE KUNDI PARA PIGILAN ANG ANUMANG SNATCHING O HOLDAPAN NA MANGYAYARI!

Tagalog po yan at siguro madali namang maintindihan.

Sabagay, what can we expect from appointees like Querol? They just think and act like their appointing officers. And they think and act like their heads. Just like Gloria in the Palace. She boasts of a good economy but at the grassroots are people with grumbling stomachs. And she boasts that she won fair and square. Kasi nga, wala pang court order na nagsasabing liable siya for cheating. Well, pano bang may magsasabi eh lagi niyang pinapatay ang efforts to ferret out the truth.

Mr.Querol, if you think like that, what makes you different from the NPA rebels na pinapatay ang mga suspected criminals (magnanakaw, rapist, etc.) sa mga nayon at wala namang preventive measures para pigilan ang mga krimen? O baka masyado kang matalino at nag-skip ka sa grade one kaya di mo nalaman na 'an ounce of prevention is better than a pound of cure'? At ipinangangalandakan mo pa na wala kayong magagawa sa mgcellphone snatching kundi ang NTC at mga pawnshops lang ang may kontrol. In the very first place, i guess you forgot the raison d' etre of your existence. If an organization doesn't know why it existed in the first place, the best thing it can do is fade away...

Let's take over NY Times, Toting!

New York Times' April 5 editorial, Dark Days for Philippine Democracy is a clear manifestation that the world already knows how Gloria in the Palace manages the Bayang Magiliw.

The editorial runs:
Mrs. Arroyo is no Ferdinand Marcos, at least not yet. But this onetime reformer is reviving bad memories of crony corruption, presidential vote-rigging and intimidation of critical journalists. Unless the Philippine Congress and courts find ways to rein in her increasingly authoritarian tendencies, democracy itself may be in danger.

Pero teka, me protest daw ang Malacanang??? Saan, sa Times Square? Unfair naman ata yun. Si Dinky at Enteng nga naglalakad pa lang sa Baywalk hinuli na, ba't pag Malacanang sa abroad pa? Pag oposisyon bawal sa EDSA at sa QC Circle maging sa Bonifacio Shrine na akala ng lahat ay freedom parks base sa PD 880, kayo sa New York? Sosyal!!! Baka gusto niyo mag-attend ng taping ni Jolina at Marvin sa kanilang "I Love New York"?.

And worst, Malacanang claims that the editorial is a product of the oppositions "irresponsible political efforts"!

If this is the case, Mr. Toting Bunye, when are we planning to take over the new York Times ala Tribune? Sama ako ha?

Ala eh, sino pa nga ba? PM means Prime Minister. Di ba si Gloria in the Palace, PM din? PM as in "Presidenteng Makapal, err... President Macapagal- arroyo"?

Pero hoy, wag niyong ganyanin yan. Sabi nga ni Bunye at Ermita, respect her because she is the president. Well, everyone deserves respect. Really. And respect is given to whom respect is due. So be it. Let's respect her.... pero teka. Ano itong balita na si Borra nadulas sa hearing at na-admit na may dayaan noong 2004 presidential election sa Mindanao?

Hmmnnn. Sige, let's respect Borra's words. If we respect Borra's words, paano pa kaya natin mairerespeto ang words ni Gloria in the Palace that she won fair and square?

Where is the crowd?

But my Grampa Doronilla (March 22, PDI) asks:

  1. If so, why are the disgruntled not rushing the streets and stampede to work for Arroyo's ouster?

  2. Why is Arroyo still hanging on to power despite the findings?

  3. Arroyo is being supported by local officials so where do the 'disgruntled' majority came from?


I've been wishing to refute this but time was so mean. Could time be more generous this time?

  • Arroyo is being supported by local officials so where is the disgruntled majority coming from? Sa masa. Elite po kasi mga local officials. And who knows, some of them might even won with the Arroyo election formula. Di ba? Tanungin natin si Garci.
  • Actually, not only is Arroyo being supported by local officials. She is also finding support from media men and columnists who eyes government positions or are looking for juicy perks and fat pork from the coffers of jueteng operators,... err, Gloria in the Palace. Ang iba pa nga diyan, my dear Grampa Doronilla, are looking for positions as ambassadors so why bite the hand that feeds?

Me kasabihan: Kung ano si Puno, siya rin si Nachura, este, kung ano ang puno, siya rin ang bunga.

Deny to death po ang Malacanang na sila ang nasa likod ng PIG for Cha-cha noong nakaraang once-in-a-blue-moon-barangay-assemblies. Eh ngayon na nasa verification process na, ba't parang on the defensive side si Gloria in the Palace? Me pa-order-order pa sa Solicitor General na tulungan ang Comelec. At pa-dare-dare pa sa mga kritiko ng Cha-cha na dalhin na lang daw sa korte ang usapin? Bakit, nanghihinayang po ba tayo sa ginasta sa barangay assemblies? At sa people's initiatve forms na inilalako sa mga sulok ng mga bayan at barangay?

Pero siyempre, deny to death ulit and that we can expect. Well, bakit specific lang sa cha-cha? bakit di rin tingnan ang ibang bagay? Non-Academic Degree Holders as Non-Citizens?

A very sad story from Tribune: Miriam wants poll bets college degree holders

"Apparently seeking this early to bump off “strong” candidates for it while virtually getting for the administration a foot inside the door in the possibility of the push for the holding of snap elections succeeding, Sen. Miriam Defensor Santiago over the weekend said she will seek under a new Constitution a requirement for candidates in elections to primarily be a four-year course college graduate for those who are not holding such a degree to be barred from running in polls."

This was Miriam's message before her townmates in a commencement exercise held in Iloilo. She argued that the idea behind this proposition is to improve the quality of service of elected officials.

Sabi ni Doy: HUWAATTTT???!!!

Kala ko ba democratic tayo. O elite lang ang democratic?


1. Sino lang ba ang kaya mag-paaral ng four year course? Di ba mga may pera lang?
2. As claimed in the constitution, me free education daw tayo. Elementary at Highschool nga lang wala, college pa kaya?
3. Is degree a pre-requisite for a quality performance of an elective public official? O nabuwang na talaga si Brenda? Si Gloria in the Palace, nag-aral pa sa US, may PhD pa, etc., etc. Pero asan ang quality service niya? Gloria rolling stores? Rice and noodle economics? Gloriagate? Scams? Jueteng in the guise of STL? Ganun ba yun? Si Manang Rose sa probinsiya namin, Grade six lang pero mahal ng mga tao dahil magaling mamuno. Bumilis ang sistema ng serbisyo lalo na sa health and other social services. Naging aktibo rin ang mga mamamayan sa pakikilahok sa mga pam-bayan na gawain. At wala siyang napabalitang scam. GRADE SIX LANG PO SIYA, Miss Miriam!
4. Baka mas maganda pa na requirement e iyong past performance ng kandidato. Kung me napabalitang iskandalo o pangit na ginawa i-bar na lang ng tuluyan sa pagsali sa mga elective positions, mas maganda pa. Si Atty. Greg sa bayan namin, abugado, me PhD pero maraming kaso laban sa kanya, nagkandidato. Sa hindi maintindihan, nanalo. Di naman naging magaling na public official, ah. Si Senadora Santiago, kung kilala mo iyon, Miss Miriam, graduate ng law at iba pang post graduate courses, matalino at mataas ang IQ. Pero naging "uncivilized" daw sa pakikitungo sa ilang raliyista sa bahay niya noong panahon ni Erap. Iboboto ba natin ang ganun? Highly educated nga di naman marunong rumespeto ng karapatang pantao? Constitutionalist pero di naman marunong ng basic right to assemble and air grievance? At isa sa mga pinakamataas ang IQ sa buong mundo pero di naman ata alam ang pinagsasabi? IF alam niya, dapat siguro alam niya rin na (inglisin natin baka di maintindihan pag tagalog) "

Eh di pala dapat requirement ang four-year course kasi nga me mga pulis nga na me masteral na at college of law units, epal naman o kaya kurakot. Di tulad ni Tatay Kulas. High School lang. PO1. Pero mahal ng bayan kasi sa tanda na niya sa serbisyo, di pa siya nasasabit sa scam o kung ano pa mang kabulastugan.
